College ward & Moor Park: Ongoing Anti Social behaviour issues on Shuttleworth Road and vehicles are speeding along St Vincents Road Raised police presence, one offender has been placed on an Acceptable Behaviour Contract. Liaised with Road Policing team regarding speeding.

College ward & Moor Park: High visibility Police presence in the area of Shuttleworth Road and Victoria Road due to recent burglaries and anti social behaviour- There has been a raised police activity in the area, involving Local Officers and Response and Support Teams.
Moor Park Flyers to be copied and distributed around the area of Moor Park advertising a forthcoming residents meeting in the area and to advertise PACT Flyers were distributed around the area to promote the residents meeting.

College ward: Local Councillor to investigate the current road works and traffic issues across the ward. – Road works to be removed from outside the hospital this forthcoming weekend
Moor Park Look into a second venue for PACT meetings to be conducted the Moor Park area of the ward to encourage attendance. A second venue for PACT has been identified and dates and times are being Finalised.
Moor Park : Criminal activity and Anti Social behaviour on Shuttleworth Rd. - High visibility presence, and several operations have been completed in the area resulting in numerous stops and searches.

Preston Business Centre and Albert Road : High Visibility in area due to recent problems with youths acting in a anti social Way and causing damage. Two offenders arrested and charged with offences, Restorative Justice conference to be organised between offenders and aggrieved parties.

1.More Agencies at Pact meetings The local residents and community feel that a multi agency attendance at PACT meetings would be beneficial. Police to explore opportunities to invite partner agencies to the meetings 2. Suggestion for use of forum funding Although there has been a reduction in crime recently, the issue of general security is still relevant especially with the longer days and milder climate forthcoming. Officers and residents to offer crime prevention advice to the community at any opportunity 3. To create more interest in Neighbourhood Watch There has been a reduction over recent times in the number of active Neighbourhood Watch Coordinators and active schemes. Officers to review the recent scheme on Garrison ward to encourage volunteers. Local residents also to consider anybody who may wish to become involved

College ward: Over recent weeks there have been a number of incidents reported where a male has attempted to sneak into insecure properties. Activity required to increase residents awareness to security issues Leaflts had been distributed throughout Chapman Rd, Lower & Higher Bank Rds and Victoria Rd, for which Sergeant Barraclough expressed thanks. The Secretary reported that there had bene very positive feedback regarding the leaflets. High visibility patrols had been maintained in the area, but the suspect hadn’t been caught, although someone has been detained in another part of the City, using the same modus operandi. Residents were again asked to ensure they are vigilent .
Following the securing of funding by the College and Moor Park PACT from the local area forum. Committee to investigate advertising opportunities in local publications such as ‘Fulwood Focus'.

1. Dog fouling Dog Fouling; Although the previous action was discharged at the last meeting, this issue was again raised as an ongoing problem. The Chairman offered to contact the dog warden again. The Chairman advised that the warden is now varying her times of inspection to try to catch the culprits’ and their owners. Residents were asked to be vigilant and to ring the dog warden number when prompt action will be taken. 2. Speeding (Victoria Rd junctions and Higher Bank Rd) 3. Road markings (Queen’s Rd hatching & Watling Street Rd bus stops) Road hatching at the junction of Queen’s Rd and Garstang Rd. Chairman to approach the City/LCC Planning Depts regarding provision of road hatching at this junction. It was confirmed that hatching had not been approved but a large “keep clear” sign on the road was being considered.

1 Results of traffic survey, FDM hopes to bring them to the next meeting and present them to the floor. The results of the survey are being processed and are expected during the middle of November, and should be available for the December meeting.
2 Police replacements (Inspector, CBM, PCSOs) ; Replacement PCSOs. Inspector O’Neill advised that a replacement for PCSO Grundy had been identified, but that he would not be leaving until January at the earliest. There was some discussion about complements, residents confirming that we have had 2 PCSOs in the past, and that there has never been a replacement for PCSO Marshall who left at the end of May 2008. Inspector O’Neill offered to review complements. Ongoing.

1. Traffic Survey for Sharoe Green Site to be followed up and copy requested (AP9/3, 3/2). The secretary advised that traffic counters had been installed around the Fulwood Park Estate during July, allowing no more than 2 weeks’ monitoring before the school holidays. He had received a reply from Shaun Capper (LCC) stating that his resources precluded LCC from taking any wider measure, which the Forum found disappointing as this limited the value and reach of the survey. We await results.
1. Traffic issues at west end of Victoria Rd Proposed parking restrictions at the corner of Victoria Rd and Albert Rd. The Secretary has been advised by Eric Melling (LCC Environment directorate) that this has been put on hold pending the survey requested in AP 3/2 above. LCC still intend to consider this issue but as they only have record of 1 accident in the last 5 years, it is assuming a lower priority. Ongoing.
Timely replacement of PCSOs. ; Replacement PCSOs. Secretary to write to Inspector Chessell to urge replacements asap. Inspector Chessell has advised that recruitment is being undertaken currently with a view to ensuring that replacement PCSOs are available before PCSO Grundy’s departure. Discharged, but to be reviewed in 3 months’ time.

1. Traffic Survey for Sharoe Green Site to be followed up and copy requested (AP9/3, 3/2). Traffic survey Of Moor Park and College ward. Councillor De Molfetta advised that Shaun Capper has confirmed that agents have been resourced to start the survey. It was hoped that this would be completed outside the school holidays (23 July to mid September) in order to obtain relevant data. The secretary offered to contact Mr Capper asking for confirmation. Grass verges Cutting grass verges. As reported in last month’s minutes, grass verges were being cut. It was reported that the programme allows for 14 treatments per annum Proposed button roundabout for Watling Street Rd/Park Rd/Fulwood Hall Lane. Proposed mini roundabout at the junction of Fulwood Hall Lane, Park Rd & Watling Street Rd. The Secretary had contacted the LCC Highways department who had confirmed that this, or any other traffic calming measure for this junction, is on the agenda. Discharged.
