Priorities Prior to October 2008

 Actions   for October

 

Ashton Street / St Marks Road/Pedder Street: Residents have reported that there is a high volume of vehicles speeding around this area

 

Saint Walburges Avenue : The area is to become a ‘No Cold Calling Area'. Problems with bogus callers have led to this initiative. This in Partnership with Preston City Council and the community. We are looking into the possibility of expanding the ‘No Cold Calling Zone' to other streets in the ward after setting up the zone around Saint Walburges Avenue

 

Maudland Bank : There have been several reports of youths gathering on a play park behind Maudland Bank, these youths are reported to be drinking alcohol and causing a noise nuisance.

 

September

 

Ashton Street / St Marks Road/Pedder Street: Residents have reported that there is a high volume of vehicles speeding around this area Weight restriction signs have gone up on the approach to Ashton St however the sign placed on Wellfield Road is not warning HGV’s drivers soon enough and they are not able to turn around, County Councilor Crompton will make inquiries to an additional sign on Marsh Lane. The area will still be monitored for speeding vehicles

This in Partnership with Preston City Council and the community. We are looking into the possibility of expanding the ‘No Cold Calling Zone' to other streets in the ward after setting up the zone around Saint Walburges Avenue Update from Trading Standards – The area will now need to be resurveyed as the previous survey did not include details of the signage that will be placed on the street entrance.

 

Maudland Bank : There have been several reports of youths gathering on a play park behind Maudland Bank, these youths are reported to be drinking alcohol and causing a noise nuisance. Maudland Bank has been patrolled numerous times all. There have been additional reports of others causing problems in the early hours of the mornings after leaving a nearby Nightclub

Ashton Street / St Marks Road  : Large goods vehicles are using Ashton Street as a short cut to the industrial estate causing noise/vibration nuisance to residents on the street. There are also a number of vehicles speeding down Ashton Street & St Marks Road A 7.7 weight restriction has now been placed on the Ashton Street bridge, there have been signs on the roads leading towards Fylde road stating that the road has a weight restriction which was only in affect during road works there over 2 years ago, these signs have now been removed and Mr John Swindells will make enquiries  regarding signs warning HGV drivers that Ashton Street is now restricted.

This in Partnership with Preston City Council and the community. We are looking into the possibility of expanding the ‘No Cold Calling Zone’ to other streets in the ward after setting up the zone around Saint Walburges Avenue Trading Standards are now waiting for the last of the surveys to be returned and then they can organise for the ‘No Cold Calling’ signs to the be put in place and the possibility of Press coverage

 Kerr Place / Steeple View : There have been several reported incidents of youths drinking alcohol and causing anti-social problems around the ward but in particularly around a play park at Kerr Place & The Aspire Centre on Steeple View.The youths that have been drinking alcohol and causing Anti-social behaviour in these areas have been spoken to and the parents have been informed of their behaviour. On the walls around Kerr Place anti-vandal paint has been applied by the ground maintenance company that manage Kerr Place. The manager at the Aspire Centre on Steeple View has requested security upgrades to the premises from L.C.C to prevent the youths from climbing on the roof and the exterior lighting has been turned off during the evening

Ashton Street : There is a piece of land at the top of Ashton Street that is owned by Network Rail. This land is unsightly with over-grown bushes and debris. This will be developed with the community & partners. The dead line for Network Rails reply to The Director of Environmental Services letter has passed and we are currently awaiting an update from Lancashire County Council, the L.C.C can confirm that there is no change to the land owned by Network Rail in Preston.

 

Ashton Street /St Marks Rd: Large goods vehicles are using Ashton Street as a short cut to the industrial estate causing noise/vibration nuisance to residents on the street. There are also a number of vehicles speeding down Saint Marks Road which causes a great deal of noise as sections of the road are cobbled. A 7.7 tonnes weight limit to due to be set on the railway bridge on Ashton Street, we are awaiting an update from Lancashire County Council. We have asked for the Road Policing Unit to monitor the area for speeding vehicles.

 

St Walburges Avenue : The area is to become a ‘No Cold Calling Area'. Problems with bogus callers have led to this initiative. This in Partnership with Preston City Council and the community After speaking with Trading Standards it was decided that Maudland House was to be included in the ‘Cold Calling’ survey and we are waiting for a reply from the house. The scheme has received very positive response from the residents who were spoken on the night of the door to door survey.

 

June

 

Saint Marks Road/Kerr Place : St Marks Road to be monitored for Anti-Social Behaviour and damage to cars. Kerr Place to monitored re Anti-Social Behaviour and underage drinking  These areas have been monitored over the past month for anti-social behaviour there has only been 1 incident at Kerr Place and nothing reported on Saint Marks Road. The CCTV is now in place on Saint Marks Road. These areas will be continued to be monitored .

Ashton Street : There is a piece of land at the top of Ashton Street that is owned by Network Rail. This land is unsightly with over-grown bushes and debris. This will be developed with the community & partners.The Director of Environmental Services has wrote to Network Rail regarding the state of all the Network Rail owned land in Preston. We are awaiting an update from Lancashire County Council

This in Partnership with Preston City Council and the community  The door to door survey took place on 24/06/09 with Trading Standards, PCSO Connolly, Councillor Crompton and a local resident. The Area that was covered was Maudland Bank, Tuson Drive and Saint Walburges Ave. Trading Standards are waiting for replies by post from the residents who where not spoken to on the evening

 

May

 

Wheelie Bins and Recycling Boxes are constantly left out on Saint Marks Road causing an unsightly mess and several have been set on fire.  Residents were visited with regards to leaving their wheelie bins out. There has been a significant improvement as not as many bins are being left out. Residents still leaving bins out will be spoken to again.

This will be developed with the community & partners.  Network Rail are proving to be difficult to contact. Newly elected County Councillor Carl Crompton is going to contact the local MP to assist with involving Network Rail.

St Walburges Avenue The area is to become a ‘No Cold Calling Area’. Problems with bogus callers have led to this initiative. This in Partnership with Preston City Council and the community Andrew Cooke has attended the last PACT meeting and set a date for a questionnaire of 24/06/09 @ 17:30hrs to meet @ St Walburges Church. This is for the ‘No Cold Calling Zone’. CC Carl Crompton  and PCSO Stephen Connolly will be attending. A resident from the area is required to become a ‘champion’.

 

 

April

Network Rail have been contacted again by email regarding the piece of land stating that it is unsightly and unsafe, we are still awaiting a reply

St Walburges Avenue Due to unforeseen circumstances last months meeting was cancelled. A new date is to arranged between Andrew Cooke, PCSO Connolly and a local resident.

There have been new reports from different streets with damage to cars. Coun. Crompton has secured the loan of a CCTV camera to be fitted in a damage hotspot area.

2. St. Walburges Cold Calling Zone

Andrew Cooke, PCSO Connolly and residents are to meet and also have invited Care and Repair to attend with a view to the possibility of fitting ‘spy holes’ and door chains for those that need them.

3. Ashton Street - spare land Network Rail

The Land Registry is to be contacted to confirm the ownership of the land. Network Rail is also going to be carrying out work on the wall where trees have grown through.

1. Speeding

LW asks for an agreement of the meeting to remove speeding as a priority due to the results of the rubber strips. It is agreed, however, with the condition that LW keeps members updated with any progression.

 

 

2. Cold Calling

This is to be kept as a priority as not much progress recently made due to the Trading Standards Officer who is supposed to be dealing with the issue being off ill long term.

 

3. Network Rail Land

· LW has received an e-mail from Network Rail to confirm that they are aware of the issue of that piece of land. There has not been a reply though, as of yet, when LW asked for the clean up of this land to become a priority of theirs.

· It has been pointed out that the problem with a clean up is that funding would be necessary for a skip and it would also be an issue as to with whom the responsibility would lie for the maintenance of this land post clean up. This problem has been addressed before in another ward and LW will chase up the contact at Network Rail used when this was done. LW to report back on the progress of this.

 

 

 

October

 

1. Speeding

· The strips have been laid down on Wellfield Road, Pedder Street, and Ashton Street and St. Marks is still to be confirmed. This area is also now a target area for the use of handheld speed cameras by patrolling officers.

Speeding will be kept on as a priority as feedback is gained from these actions.

 

Parking Issues

Bromley Street sign has been sorted but Mill Street has only the post there, a sign is still needed.

Pedder street is a problem area for parking as it is always packed, leaving no spaces for any visitors.

Action: The possibility of increasing restrictions from 2 hours to be looked into. (VT)

Lodge Street is another problem area due to vehicles parking on either side of the road leaving barely enough room for any other vehicles to pass through.

Action: it would need to be assessed as to whether one side needs restrictions applied – Road Policing Unit to look at this and report back.

 

Network Rail Wasteland

The food source has been removed to tackle the vermin problem.

Network Rail have been contacted by LW and we are awaiting their response to the clean up of the wasteland.
