Area actions for November Youths on bikes congregating around Good Street/Euston Street, Lcc and on Hartington Courts : Have engaged in violence and anti-social behaviour. Continuous and extra attention is needed to keep the situation under control and work is underway in obtaining Asbo's on several of the main ringleaders of the group

Youths on bikes congregating around Good Street/Euston Street, Lcc and on Hartington Courts : 4 of the main ringleaders were arrested on 19th August and charged with Burglary. 2 have been remanded in custody, one has very strict bail conditions including not to enter the area of Broadgate whatsoever, the other youth is on a 9pm-7am curfew, until the Crown Court case on 1st December. This has had a major effect and has been noted at the Pact meeting from the residents living in the area. Alcoholics from the City Centre drinking at the top of Fishergate Hill : Due to the City Centre drinking laws being rigorously enforced, a number of homeless drinkers have been buying strong, cheap cider and lager from nearby off licences and sitting on the steps of apartment blocks and around office premises on Fishergate Court. They appear intimidating, have poor social skills and are noisy, using offensive language The problem has decreased and only one male with alcohol has had to be moved from the area. The area will still be monitored however it is no longer a priority.

Continuous and extra attention is needed to keep the situation under control and discussions are underway with Southern Division in order to create Asbo's on a couple of the gang members. 4 of the main ringleaders were arrested on 19th August and charged with Burglary. 2 have been remanded in custody, one has very strict bail conditions including not to enter the area of Broadgate whatsoever, the other youth is on a 7pm-7am curfew, until the Crown Court case on 12th October. This has had a major effect and has been noted at the Pact meeting from the residents living in the area

Vehicle damage on Broadgate : Hooded youths have been seen damaging several car wing mirrors as they make their way down Broadgate. This has occurred on at least 3 separate occasions during August High visibility patrol in the area from the Broadgate Neighborhood Team and Response officers has resulted in no vehicle crime being reported since the last Pact meeting

Alcoholics from the City Centre drinking in Castle Park : Due to the City Centre drinking laws being rigorously enforced, a number of them are coming down to the childrens play park area on Castle park and are causing annoyance to the local children and residents No sign of drinkers nor evidence of cans and bottles. A problem area around the top of Fishergate Hill has been identified

The youths are still congregating and loitering around in groups although we have not received any calls of Anti-Social-Behaviour. 2 of the main ringleaders of this particular group have been arrested for public order offences this month. Continued monitoring with High visibility and operations from other departments has been carried out and the possibility of Asbo’s for a couple of the offending group is being looked at in company with Southern Division. More regular and longer high visibility has been done on Broadgate along with 2 local operations on 31stJuly and 1st August re traffic enforcement issues. Over the course of the 2 days, speeds were recorded a number of vehicles were stopped and the drivers advised regarding their driving manners and regulations.

Youths on bikes congregating around Good Street/Euston Street, Lcc and on Hartington Courts : The problem still exists, a 14year old has been arrested for a public order offence and has received his final warning. More liaison has been made with Penwortham Police to highlight and target certain individualsand the Penwortham Gala passed without incident despite intelligence that our individuals would engage in high level disorder.On 2 weekends in June, Policing in Broadgate was bolstered by 8 extra officers, working on foot and from a personnel carrier.

Youths on bikes congregating around Good Street/Euston Street and on Hartington Courts Have previously engaged in violence and anti-social behaviour, but recently have shown an improvement in their behaviour. Extra attention needed to keep the situation under control.Groups have still been congregating around the Hartington Courts and Good St, but there has not been a problem with their behaviour although it is acknowledged that there is still a potential for disorder. There has also been an increase in visibility with other departments paying it attention and a large Policing operation with Preston and Penwortham took place over the weekend of 15th and 16th May with a further one scheduled for the Penwortham Gala and closer co-operation between the two policing areas will continue as a number of the youths are from that area Problem with vans parking on footpath on Bird Street and River Parade There are 2 large white vans in particular on River Parade, which park on the footpath, causing an obstruction and blocking light from residents front rooms. The driver has been asked by residents to park elsewhere but is quite rude and refuses to move them Increased high visibility and attention paid to this matter with a number of residents spoken to has not seen any offences being committed. Officers from the Road Policing unit have patrolled the area and have been satisfied with the level of the parking in and around the area, which has ultimately led to no complaints being received.
April Anti Social Behaviour at the top of Fishergate Hill, mainly outside number 98 and around the LCC building. The Closure Order was granted on 22nd April and 98 Fishergate Hill has been emptied of residents and boarded up.
Problem with youths/gangs congregating mainly at weekends around DA3Q areas Groups have still been congregating around the Hartington Courts and Good St, but they have been fewer in number, and since the arrest of 2 prominent members for violence and threatening behaviour, there has not been a problem with their behaviour although it is acknowledged that there is still a potential for disorder.

Problem residents and ASB at the Top of Fishergate Hill High visiblity patrol has been the main response and this in conjunction with the intention of the closure order has significantly reduced the problem. Frequent visits to the address and liaison with the residents has proved relatively successful. The closure order is scheduled for Court on Wednesday 8th April.

Groups of youths from outside the area congregating. Believed responsible for damage on Slade Street. High visibility patrol around the area on weekend nights and advise given to all local shops regarding selling to under age persons. Operation Staysafe in the area on a couple of Friday nights deterred most youths. The area no longer seems to be a problem. Continued High visibility patrol will be in the area at night to deter youths.
