Priorities For November
Demolition of Larches club on Norbreck drive.: Cllr Gallagher will re contact the owner to confirm date for the club to be demolished as residents not happy
. TRAX CHILDRENS HOME. Local residents are reporting more ASB from youths staying at TRAX care home on Larches Lane . This is an ongoing problem and will be addressed by several partners and Cllrs with a meeting to be arranged at TRAX with all parties. Meeting still to be held. Staff at TRAX to be advised to warn the residents to behave when at the front of the home and not to encourage local kids to visit the home as this is an issue for the neighbours. Ongoing for October. Regular reassurance visits to the home by NHPT.
Tree cutting on Preesall road. :This has been raised as a priority as local elderly residents have complained about the roots causing the tarmac and flags to become loose and raised. Gateway and council to meet regarding this problem

PLAY AREA ON LAYTON RD , PREESALL CLOSE AND STARGATE DRIVE AND FLY TIPPING IN THE AREA AS WELL AS NORBRECK DRIVE .This area which is the responsibility of Gateway has become run down over a period of years and is now causing ASB in the area. Gateways has tidied up the area and have put funding bids in place. Police will increase patrols in the area. Cllr Gallagher will look into the fly tipping in the local area especially round Larches club. Ongoing for October. Update after PACT on 3rd November. No further calls received by police for the month of October. Gateway have sent letters to local residents for consultation but have agreed to remove the grass, soil and bin from the area. Local residents informed and happy with the outcome. No longer a priority.

Private trading of vehicles on Larches/Savick estates A male was identified as selling cars in the local area and trading standards informed. As a result it has been monitored and vehicles for sale in the area have dropped significantly. No longer a priority.

As a direct result of an elderly residents cat being killed by a dog at the rear of her property in the communal garden area it has been requested for two secure gates to be put in place which will restrict entry and will then just be used for the residents to use

Part result after PACT 1st September. Gateway have put bids in for funding to assist with this problem. Still a pact priority for this month. TREE ROOTS – PREESALL CLOSE Cllr Mark Jewell to take ownership again as the incorrect area was visited. Result after PACT on 1st September. Scheduled to be done by council. No longer an issue TRAX children’s home. After reports from residents about ASB as a result of the children at the care home this was highlighted as a pact issue. Update after pact 1 September. A meeting will be arranged at Trax on the docks asap with Police, Councillors’, Pact members and residents to try and stop the behaviour of the children when outside the home. Residents have been asked to call the police when incidents take place so we can deal and keep a record of the problems as at the moment no calls have been taken re the home apart from when staff call. Still a pact priority for September.

SECURITY AT LARCHES CLUB NORBRECK DRIVE . It has come to residents attention that the area behind the club is being used as a dumping ground for rubbish. Cllr Jewell and the police will be making contact with the owner for him to come to the premises with a view to having the area fenced off.. Latest update Meeting was held with the owner and the building will be demolished within 6 weeks

TRAX BIKES SCHEME Local officer 2954 has approached Eddie Sloan the owner of Trax who has offered his facilities to be used free of charge by local youths to prevent them riding bikes around the estates. These requires developing and a contract to be agreed with the youths.Update after pact 07/07/09. This is still being finalised but is looking very positive with a few local kids visiting the business .Roger Baines and Malcolm Clifford recently visited the venue and reported that it was an excellent idea and smashing use of the facilities. It is hopeful that the venue will be used every other Wednesday between 4-7pm. UNDERAGE DRINKING An “Under age drinking” education package with PCC is being proposed. Cllr Burns will set up a meeting with PCC to progress this once he has located the lead officer for this initiative at the council. This has remained as Cllr Burns was not at the meeting and the Pact Panel feel it justifies remaining.Update after pact held on 7/07/09. This priority has been taken over by Cllr Mark Jewell and will not be on the next list of priorities as Cllr Jewell needs to speak to Cllr Burns to ascertain how far he has made with his enquiries.
TREE ROUTES – PREESALL CLOSE Louise Naylor from CGW has reported back on this however it would appear she surveyed the incorrect area, this stills requires an update as a priority.Update after Pact on 07/07/09. It was left with Cllr Jewel to organise a member from the council to visit the area and review the issues mentioned. Unfortunately he attended but visited the wrong area. To be kept as priority due to this error.

UNDERAGE DRINKING An “Under age drinking” education package with PCC is being proposed. Cllr Burns will set up a meeting with PCC to progress this once he has located the lead officer for this initiative at the council. UPDATE AFTER PACT. Cllr Burns is dealing with this and is still in the process of organizing the package with PCC. Motor Bike Thefts Bike thefts are currently an issue across Lea which requires community awareness/crime prevention. UPDATE AFTER PACT. A press release was given to LEP to warn owners and leaflet drops done in the local area. Plain clothes Police operations also done in the area. PACT AWARENESS/NEW VENUE The next Pact meeting will be held at St Bernard’s Club Elswick Road, Larches @6:30pm ON 2ND June.. An LEP article will be placed advertising this as well as a leaflet being sent to residents, both will raise Pact awareness. UPDATE AFTER PACT. The local residents’ meeting has now joined with PACT. To highlight this Junes PACT was held at St Bernard’s club with a good turn out. The leaflet and press release was also done.
April Preesall Rd : Pavement Rising due to tree Roots: l. Naylor reported that gateway were doing a review on the lifting of paving slabs and pavements at oak Tree court and Preesall Rd Underage Drinking: On gong awareness . Due to illhealth t. burns was unable to report back carried to next meeting Garden sheds and garden furniture article in LEP and leaflets put through every house letterbox.
March Cutting of trees. Ainsdale Drive :Gateway has informed the panel that as the tree was healthy it would not be cut down Underage Drinking: On gong awareness campaign. Scott reported that all off license's were doing their best but proxy buying by adults was still a problem. Dog Fouling: Pcso’s were keeping their eyes open and handing out leaflets.

Underage Drinking In order to stop under age drinking on the estates, an “Under age drinking” education package with PCC is being proposed. Cllr Burns will set up meeting with PCC to progress this. Rebuild Partners No Progress to report Tree on Ainsdale Rd Gateway allocated priority. Tree cutting Ainsdale drive, Preesall close and Preesall Rd (several trees are overgrown and are causing issues for residents such as a lack of daylight in their homes/gardens). Gateway taking instructions from PCC re the current pruning action plan for the estates. Update at Feb pact. Gateway attended and will pursue as a matter of urgency.
