Area actions for November

 

Fulwood Academy pupils :This remains an ongoing priority to deal with any incidents of pupil related nuisance in the locale. In addition to which officers will be addressing nuisance and anti-social behaviour on school buses.

 

Football nuisance on Avonbridge/Compton Green : Youths causing nuisance by playing football in the street.

 

Mill Lane : Maintain high visibility in and around Mill Lane Park area.

 

October

 

Concern over trespassing and occupation of open land. : Cadley and Greyfriars team will be liaising with Wychnor officers to monitor all open areas. Cadley and Greyfriars officers have worked in conjunction with the Ingol and Wychnor area teams to monitor open areas of land. There have been no incidents of persons trespassing.

 

Speeding on Conway Drive : Residents have voiced concerns about the speed which vehicles travel along Conway Drive , causing danger to pedestrians and other motorists. This remains an ongoing target, however due to other operational demands; enforcement during the last month has not been yet possible. We are hoping to conduct several enforcement operations in the near future

 

Fulwood Academy pupils : Ongoing work with the school to address inappropriate behaviour of pupils leaving the school premises during breaks and lunchtimes Officers have conducted several high visibility patrols in and around the school during lunch and finishing times and have challenged and dealt with several pupils out of school without authority. The Neighbourhood Policing Team have also liaised with the deputy head to address internal incidents.

 

 

September

 

Speeding – Walker Lane/Boys Lane : Residents have expressed concerns over the speed that some motorists drive down these adjoining roads. Due to the nature of the width of the road, this is an issue for other traffic on the road. However speeding vehicles also pose a danger to pedestrians, as there is no pavement on a large stretch of this road. The Neighbourhood Policing Team has liaised with the Road Policing Unit, who have carried out numerous speed enforcement visits along the road. The results showed that every motorist using the road at that time did not exceed the speed limit of 30mph, with the majority of motorists travelling at no more that 25mph. 

 

Mill Lane Park boundary hedge overgrown, reducing natural surveillance of park. : This remains a PACT priority from last month, as visibility of the Park is still a concern. The Council have cut the edges of the hedge and are planning to cut the top. By cutting the top of the hedge, it will allow extra visibility of activities which take place on the Park. The hedges have been cut by the Council, which has increased the overall surveillance of the park.

 

Conway Drive Park. : Residents voiced a concern about anti-social behaviour on Conway Drive Park . Throughout the summer, this park has been patrolled regularly and there have been few issues of anti-social behaviour. However with schools heading back at the start of this month, the problem of anti-social behaviour may become an issue. There has been intensified patrolling of the park, both during school times and outside school times. This has meant that there have been very few anti-social behaviour incidents on the park. Patrolling of the park will continue, ensuring it remains a vibrant and safe area for the community.

 

 

August & July

 

Mill Lane Park- There were regular patrols of Mill Lane throughout the month; on the whole, the park was quiet with few anti-social behaviour issues. As well as this, between 7.00pm and 9.00pm on 25th and 26th August, the Neighbourhood Policing Team were on Mill Lane Park and residents were invited to come and speak regarding issues of anti-social behaviour. This was well received by residents, and the feeling was that it had been a quiet summer. The Neighbourhood Policing Team will continue patrolling the park intensely.  

Mill Lane Park boundary hedge overgrown, reducing natural surveillance of park.The hedges have been cut by the Council, however only on the sides, leaving the top to grow. Therefore, the issue of visibility of the Park is still a priority.

Texaco Service Station, Garstang Road. Frequent drive-offs (motorist failing to pay for fuel).Following a meeting with the Neighbourhood Policing Team, Local Councillor David Hammond with the managerial staff at the Texaco Service Station there has been a vast improvement. It appears that a stricter training regime has been implemented, so that staff always ask customers if they have filled their car with fuel. This had in turn has led to a decrease in calls to the Police by Staff at the Garage. 

 

June

 

Mill Lane park, Mill Lane, Fulwood : Neighbourhood policing team have called at properties on Savick Road affected by recent golf nuisance/damage; obtaining local intelligence. Leaflet produced and distributed to properties bordering park on all sides, informing residents of ongoing incidents and encouraging reports to be made to local officers, giving details of same. Increased levels of patrol at various times of day both overt/covert. An additional public meeting is planned to obtain further the views/concerns of residents in this area.

Alley rear of Lytham Rd running from Haddon Place to Mill Lane : Driver of vehicle thought to be responsible for inappropriate speed in this alley was traced and warned regarding manner of driving. Also regular monitoring of this area

Lytham Road and Mill Lane : Speed enforcement conducted with Road Policing Unit Officers, combined with drink drive enforcement. Numerous motorists stopped, several warned re marginal excess speed. Several breathalysed, one fixed penalty issued for excess speed. Vast majority of drivers well within local speed limits. Following enquiries with Highways department, two additional speed bumps are due to be placed either side of narrow bridge on Lytham Road. Large SLOW signs painted onto Mill Lane road surface.

Parking/vehicle obstructions on Princes Drive, Greenway and adjacent roads.Numerous visits to these roads by local neighbourhood policing team to monitor parking, a warning notice/leaflet has been produced and placed on inconsiderately parked vehicles and on other occasions drivers traced in order to move vehicles. Local councilor liaised with and given warning  notice for local residents’ use were appropriate.

York Avenue/Withy Parade – vehicles speeding and cutting through to avoid A6 junction with Lytham Road.Several hi-visibility operations done at the apex of these roads morning and noon with numerous vehicles being stopped and drivers spoken to. Many drivers warned regarding the restriction on this road and local drivers reassured by this operation. PIUS school visited as many drivers appear to be using these roads during school run. Advisory note to parents to be placed on forthcoming school letter. Report forwarded to Highways Dep’t  to consider possible engineering solutions, ie, bollards, one way etc.

Pupils from Fulwood High School coming off site & loitering around local area and Conway Park.  Numerous patrols of area both by Community support officer at Fulwood high School and local police. Very few children seen in relevant area at lunchtimes. Several returned to school. This to receive on-going attention

 

 

April

 

Motorists parking on Broadway, blocking drives and in some cases contravening access only signs.Broadway patrolled on several mornings resulting in numerous motorists being advised regarding

access only, others being issued fixed penalty notices after contravening no right turn sign at end of

 Broadway. Advisory leaflets distributed to local residents for placement on inappropriately parked vehicles.

 

Trailers and vehicles parking on footpath on Black Bull Lane near to Janice Drive Regular patrol of area found no issues currently regarding inappropriately parked vehicles.

Pupils from Fulwood High School coming out of school during day without permission and loitering on Conway Drive park and immediate area  In-house school PCSO has patrolled area extensively complemented by police resulting in several

pupils being found off-site. Pupils were returned to school and sanctions imposed.

Speeding vehicles on Lytham Rd and improving safety for pedestrians walking under bridge

The mobile speed enforcement van has done a stint on Lytham Rd recently and hopes to return on a monthly basis, I will be doing further, ongoing speed enforcement assisted by colleagues from the Road Policing Dep’t when they are available. I have discussed options to improve road safety at the railway bridge with a traffic officer colleague, however options are limited due to the road layout. A change that might be made would be to illuminate the inside of the arch, as although it is well lit on either side, within the arch is relatively dark – enquiries to be made re. that.  

Parking close to junction on Hilside Ave

I have revisited the informant and clarified that the junction in question is in fact Hillpark Avenue with Black Bull Lane, passing attention has been given and local houses called at to canvass residents views and  to encourage awareness when parking. Continued attention will be given to the junction.

Mill Lane Park ASB & Golfing

I have visited Mill Lane park at least twice on every shift, there has been no trace of any nuisance behaviour  or inappropriate use of the facilities, it has been well patronized by parents with young children, I have however spoken to older youths I’ve seen on the park and found them to be well behaved and courteous, with no sign of littering etc after they’ve left. I have not seen anyone playing golf on the park during the past month.

Eldery Residents accomodation Males knocking on doors looking for work Frightening Residents

Enquiries have been made with West Yorkshire Trading Standards and West Yorkshire Probation Service, both of whom have no knowledge of ex-offenders doing door to door calling. I have liaised with Preston Trading Standards and contact is ongoing, looking into the possibility of making the effected area a “no cold calling” zone. Fortunately there does not appear to be any incidents of crime attributable to the males in question.

 

Parking Lytham Rd /Brook Street

I have monitored Lytham Rd around its junction with Brook St and done a door-knock at houses on each block at that location, to canvass local opinion and spoken with staff at the Hairdressers. The overall view being that parking is not too bad at all. I have involved Parkwise, who have attended and will give it passing attention. I will continue to monitor the area.

 

Black Bull Lane:Vehicles speeding and inapropriate speed around busy school time .

With the assistance of  the Road Policing Unit, I have done speed enforcement on Black Bull Ln near to BG Fencing and on Conway Drive near to Kilworth Heights, using a laser speed detection device. Average speeds were in the mid 20’s mph, the highest being 37 mph. Several drivers were stopped and advised.
