Residents Association / PACT Newsletter : Establish and come up with ideas for a Residents Association / PACT newsletter The Newsletter sub committee have held their first meeting and a format for the newsletter has been devised. Requests for articles/items to be placed in the newsletter will be sent to residents via the current mailing list.
Burglary awareness : Continue with burglary awareness / crime prevention awareness during summer months in relation to properties being left insecure (i.e. windows / doors left open) and garden furniture / tools / bicycles left outside.Letter drop and door-to-door enquiries when burglaries had occurred. Neighbourhood Watch Coordinators informed. Crime prevention stalls held at Ashton Lane Ends shops and Morrison’s
Parking on Waterloo Road / Wellington Road : Complaint from residents of vehicles parked in this area on double / single yellow lines and also causing obstruction to the pavements. Patrols have monitored the situation and called at several addresses asking owners to move their vehicles. Parkwise contacted and asked to attend when vehicles have been parked in contravention of yellow lines.

Motor Bikes/ Pedal cycle Security: There has been an increase in Motor Bike/Pedal Cycle Thefts. Some of these thefts are related to the bikes being insecure. A crime prevention letter will be distributed to residents to prevent further thefts A CRIME PREVENTION LETTER HAS BEEN SENT WHERE MOTORCYCLES AND PEDALCYCLES ARE ON VIEW - AS WELL AS IN OTHER AREAS. POLICE HAVE KNOCKED ON DOORS AND GIVEN ADVICE. EMAIL SENT OUT TO ALL NEIGHBOURHOODWATCH SCHEMES.
Haslam Park Bowling Green's: Youths have been seen playing football whilst wearing football boots on the bowling green on Haslam park. This is the season for the bowlers to be taking part in tournaments and playing socially. If damage is caused it will prevent them playing the game they are very passionate about SOME OF THE YOUTHS HAVE NOW BEEN IDENTIFIED AND STRONG WORDS OF ADVICE GIVEN. AWAITING A REPLY FROM PARKS DEPT REGARDING THE POSSIBILITY OF SOME FOOTBALL PITCHES BEING MARKED OUT ON THE PARK.
Road Safety Day: Speeding / inappropriate parking is an on going issue throughout the area. Road Safety Week commences Monday 20 th April. Ashton's Road Safety Day is on Tuesday 21 t April. We will work with our local Schools using smiley/grumpy face's and 30 mph signs to raise awareness ON 21/04/09 WORKED WITH LOCAL PRIMARY SCHOOL AND PRESTON ROAD POLICING UNIT IN TWO LOCATIONS IN ASHTON AREA. THE OFFENDING MOTORISTS WERE STOPPED AND SPOKEN TO AND GIVEN ADVICE / FIXED PENALTY NOTICES.

ASB Stocks Rd near to Ginnel/ walkway to Canal High visible patrols have been carried out in this location and will continue. Lancashire County Council adopted the ginnel in 1990. The ginnel originally had 2 gates at the Stocks Rd side, one of the residents took on the responsibility for locking the gates Fri/sat 21:00 – 24:00 hrs. This cured the Antisocial behaviour problems but just before Christmas 1 of the gates was stolen. With this the Problems have started up again. After discussion with the residents it was decided that a quote would be obtained to replace the stolen gate. The residents would all contribute to the cost. Bogus callers all areas Elderly /vulnerable resident are being targeted by bogus callers. They are being charged extortionate prices in return for little work being completed. At times the residents have paid money “cash” in good faith to have repairs on their roofs and have been unsure if any work has been done. Crime prevention Letters of warning and advice, not to engage with door to door sales men to be delivered to appropriate locations. Ashton Pact AGM and Constition Meeting 26th March 7pm Ashton Pact 1st Annual General Meeting took place at ST Andrews church Hall on Thursday 26th March at 7pm. It was a great success about 50 residents attended. A constitution was adopted and 15 Committee members were elected. After the meeting 2 guest speakers, a local Magistrate and a probation Officer gave an excellent presentation

Parking: On Meads Road/Tulketh Road around school start and finish times. ML and SB will follow this up with high visibility at these times. TB will also flag this problem up with the Highways Dept.
The PACT Constitution details have been issued to all. Anti–social behaviour has reduced immensely and reported instances are down by 50%. Parking on Meads Road has been monitored since the last meeting. ML and SB have both been into the school and discussed the matter with the Head who will be placing reminders to parents in each of the Newsletters produced by the school. Parkwise have also been contacted who will be keeping a check on parking especially during the drop off and pick up times at school. All will continue to monitor the situation.
ACTION: TB will put it in writing to the Highway requesting double yellow lines round the corners at Meads Road.

Constitution of PACT: Fully constitute the PACT. Anti-Social Behaviour: Fazackerly Street and Stocks Road, rear of 49 Waterloo Road. Speeding traffic: Lane Ends and the St Andrews Avenue areas
TB Has produced a draft for the Constitution of the PACT. It now needs 4 Ashton Residents to volunteer to fill the 4 main roles i.e. Chair, Vice Chair, Treasurer and Secretary. If all could take a copy away and read through and any changes required should be given to ML so that they can be actioned before the next meeting. The newsletter will be used to promote the constitution and ask people to put names forward of people they would like to see on the committee and the position that they would like to fill; if these could be ready for the next meeting so that the constitution can be moved forward to start in January. SB/ML will look at putting ads in local papers re the constitution and CB will liaise with ML over the next few weeks leading up to the next meeting. JBR raised the point regarding the printer that was offered and was this still required. If so space will be required for storing it until it can be set up ready for use. SB will enquire about temporary storage at Lea Police station. ACTION: Set timetable for the Constitution of the PACT in order that it can be moved forward as quickly as possible. Anti–social behaviour – funding has been obtained and a new lock has been bought for the gate leading to the canal from Stocks Road ginnel. No further problems have been reported regarding the ASB at the back of 49 Waterloo Road. Speeding Traffic – and email has been sent for the appropriate people to come and look at the situation. TB has seen several people regarding this and he will put a report together of the different possibilities to a solution that have been suggested. He has another meeting before a decision will be made on the appropriate action.

. Constitution of PACT. ML. stated that the Constitution of the PACT panel was still on going. She stated that volunteers were still needed to sit on the committee of the group once it was constituted. She stated that the panel would need to look at this at the next meeting. TB. stated that solicitors had looked at the draft constitution and apart from a few minor changes that had been suggested had found it to be okay. The redrafted constitution should be ready for the next PACT meeting.
2. Anti –Social Behaviour. ML. stated that despite the Neighbourhood Policing Team (NPT) targeting the area, there had still been complaints about youths congregating and drinking alcohol in the alleyways off Fazackerley Street and on the canal towpath off Stocks Road. She stated that some funding had been received from LANPAC to purchase a new lock and chain so that the gate leading down to the canal towpath could be locked and secured at night. SB. stated that two local youths had been arrested by the NPT and had been charged with four criminal damages in the Waterloo Road area. He stated that ASB in the Waterloo Road area had reduced although the NPT were now getting complaints about youths congregating and drinking in the rear yard of the flats at 49 Waterloo Road.
3. Mini Motos. ML. reported that there had been very few complaints of mini motos in the Ashton area this month. AL. stated that he had recently seen a mini moto being driven around the Pechell Street area.

The constitution of the PACT is staying on the priorities until completed. JP has re-written the constitution and copies were passed around for all to read. Any comments would be appreciated. ASB – the Summer Nights initiative was very successful over the summer months. Over the last month there has been a slight rise in ASB due to reports of youths gathering in the ginnel leading through to the canal. The gate lock has now been fixed so this should deter the youths gathering. There have also been reports of ASB on Waterloo Road. Two youths have been arrested and the investigation is ongoing. The lights at the junction were observed over a few days and a log was kept of the lights change times etc. The time delay of the red lights has been increased but the sequence has remained the same. This is just a temporary fix to help the situation. The council are considering putting a “puffin” crossing on the lights which detects any person crossing the road and doesn’t change till the crossing is clear. Lane Ends will stay as a priority for the next few months.

ASB All Ashton Area To progress with PACT constitution Lane Ends Traffic Calming
TB has looked over the draft proposal for the constitution of the PACT and he says that it is “very good” but just needs a couple of small changes. He believes that it is possible to get the PACT constituted before the next meeting in September. ASB - Operation Summer Nights has been very successful so far and will continue through the rest of the summer. The police have seizes large amounts of alcohol from youths and are still visiting off licences and shops, checking if they are having any problems. Letters have been sent to the homes of the youths causing problems around the area and they are keeping a high profile around all the “hot spots” too. An underage alcohol purchase test has also been carried out at some of the local off licences and the results will be available hopefully by the next meeting. Problems have been reported around the memorial garden at St Michael’s Church and they are looking at putting fencing around to deter the youths gathering there. Lane Ends is ongoing.
