Area actions for August
Investigation into possible substance misuse within a Cottam Park There have been regular patrols to all parks in Cottam and there has been no drugs paraphernalia or alcohol found. Monitoring will remain in place.
Damage to trees, fences & gates in and around Cottam. There have been no more reports of damage to trees but there are concerns regarding gates being left open and mini moto nuisance.
Anti-social behaviour Thornpark Drive There are still a few problems regarding youths hanging around Thornpark Drive and surrounding paths. Residents have been asked to keep a log and report any problems. Monitoring will remain in place. Brook Place Still problems with youths in the area, regular patrols will remain in place. Residents have been asked to keep a log and report any problems. The housing office is waiting for quotes for gates and is hoping LANPAC will match funds, to pay for this. Security lighting is due to be erected in the next few weeks.
Garden security Dog fouling PCSO Gareth Pugh has spoken to a person, regarding dog fowling in the Cottam area. A warning has been issues and if this problem persists it will result in a fixed penalty notice. Sarah Steele is to contact the Environmental Health Officer, to see if someone can attend the next meeting, regarding this matter.

Cottam Green – Anti Social Behaviour There has been a reduction in reported damage at Cottam Green but residents are still concerned about the gangs of youths. A suggestion was made that a recent CCTV recording of damage should be taken round the high schools to see if the offender can be identified. Preston City Council has replied that they need to consult with residents before cutting back the bushes. A flyer will be distributed by them shortly.
Communication – Residents to ensure incidents are log - Police to issue log numbers for ALL incidents reported- Residents to be informed of the PCSO’s mobile number so that the PCSO’s are aware of issues
· Juvenile nuisance, vandalism & damage in general Football Nuisance Soft balls have helped but some residents remain ‘unhappy’ about football being played in the streets. 1 ball has been confiscated for misuse. The situation continues to be monitored.
Graffiti PCSO Moon recently cleaned graffiti from Cottam Way using the police cleaning kits. The police are hoping to get schoolchildren involved in the removal to raise awareness of the issue and ‘educate’ them on how it affects the area and how difficult it is to remove. Experience has shown that if it is removed quickly there is less likelihood of it being added to. If residents want to get involved, kits are available from the police.
Provision of youth facilities There was a lack of interest in the free football sessions organised by PCSO Moon. The youth bus was initially well supported but interest dwindled. Enquiries are to be made to see if it can be started again for a couple of weeks in the summer.
January · Juvenile Nuisance – youths drinking and ‘milling around’ in general Provision of youth facilities It has been discussed that juvenile nuisance happens because there is nothing to do and youngsters are bored. However, PCSO Moon has tried to organise free football sessions for local children but no one has applied. Cllr Abram advised that disabled football coaching will take place at the Sports arena in March. · Vandalism & damage Graffiti The racist graffiti has not reappeared but other graffiti is a problem. The police cleaning kits are not sufficient and English Partnerships are to be approached to fund ‘professional’ cleaning. In response to a resident’s query, it was confirmed that incidents should be reported to the police and a log number obtained. Cllr Brown stated that unobtrusive pictures of offenders could be taken on a mobile phone.
Criminal Damage at the School & Rear of Minster Park The suspect admitted throwing stones and the matter has been resolved.

1. Cottams juvenile nuisance around Finch Lane. A meeting took place on the 19th October with PCSO Anyon, the housing manager and Cllr Abram. Youngsters were advised to draw up a petition asking for a football pitch. Bright Spark Campaign

1. Cottams juvenile nuisances issues. Covert Cameras around Bus Shelters outside Ancient Oak. Preston Bus and LCC are yet to decide on polycarbonate as an alternative to glass. Footage of the breakage may have been posted on a local website which will help the police identify the culprits. The CCTV posters were turned around and 1 has been removed. These will be replaced.
3. Roseberry Avenue/Rosewood cut through. Very popular with groups of youths as it leads to Ancient Oak Pub. The police have dealt with the persons causing a disturbance at Roseberry / Rosewood and the person allegedly living in a tent off Dacre Way.
August & July
Juvenile nuisance issues, mainly around carparks at the Community Centre. English Partnerships can not ‘approve’ recreational use for the field off Dunnock Lane but they will not raise any objections to children playing football there. The farmer has been asked to cut the grass.
Possible CCTV around Community Centre. Although incidents increased during the summer, there are not enough reports to secure funding for CCTV. Officers will continue to drive past the area.

June 1. Cottams juvenile nuisances issues. Mainly around carparks at community centre. Youths are congregating on the car parks playing football and making wheel spins at midnight and later. The notice board has been damaged. Details of 2 cars were passed to PCSO Anyon. The opening / closing problems associated with barriers was discussed. CCTV could be an alternative option. PCSO Anyon to look at funding through the police and community action fund. Concern was expressed at the lack of police presence. The meeting was advised that there is a patrol car operating on summer nights specifically to target juvenile nuisance. The situation will continue to be monitored. 2 Hoyles Lane, around Post-Office and Church, parking on pavement and speeding issues. 3 S.P.I.D.S. The SPID purchased by the Parish Council is operating in Lea & Cottam and details of the locations were given. The wrong speed had been displayed in Catforth and this has been rectified.
