Area Actions for May

 

1. ASB on Saints – Dispersal Order/ABC’s

Residents were updated about the current situation with the Dispersal Order which included the fact that it had been authorised, full consultation had occurred and ratification was pending.

2. Cromwell Street, residents reporting persons being seen around the area and trying doors around 3am, shining torches through the windows

Residents were informed the sector patrols had been tasked with visiting Cromwell St in the early hours due to concerns about prowlers.

3. The phone boxes on East View at the Junction with Meadow Street – Suspected Drug Dealing and associated ASB around the phone box.The concerns regarding the illegal practices connected to the phone box on East View was discussed including the requirement for it to remain in its present location (pending).

January

3. Parking issues around Deepdale Road, Meadow Street. Vehicles parking on Meadow Street and visiting the shops and other businesses.

 

December

    Hopwood Street:  6 calls received since the last PACT meeting, 5 of which relate to one property. Police are liaising with Community Gateway with a view to further action being taken. The gates are finally in place on Attwaters Car Park, There is a large vehicle gate which is padlocked out of hours and a pedestrian gate which remains unlocked enabling access to the rear of the properties of St Pauls Square.

Our thanks to Attwaters for their efforts and investment in improving the area.

 

Deliveries to commercial properties on Meadow Street: Details were passed to the Road Policing Unit at Preston, visits have been made to the majority of the businesses on Meadow Street with instructions to inform the delivery drivers of the parking/loading and unloading restrictions and that enforcement will follow. The neighbourhood policing team were informed and no incidents were reported during this time. A full list of deliveries has been obtained and we will monitor the deliveries in the forthcoming weeks.

 

3.    St Stephens Road/ St Cuthberts Road – Anti Social Behaviour: A n assault took place on St Stephens Road/ St Cuthberts Road male seriously injured, one male arrested and currently on police bail. A number of good interventions by the PCSO’s and patrolling the area has led to a decrease in the number of incidents.  The majority of the youths involved in the anti social behaviour are now known to police, one of which who is the main instigator has been identified and is now interacting with police. Parents have been spoken to. We will continue to monitor the situation. Youths have been stopped riding their scooters in and around the area and warnings given. If these are not heeded then vehicles will be seized and destroyed.

Benches on Deepdale enclosure – Meeting has been held with the Community Safety Working Party for the Neighbourhood Management group with a view to securing funding to change the location.  

Progress has been made with Preston City council – Highways Dept regarding the road signs on Stanleyfield Road. They are to survey the junction at Noor Street and have agreed so far that the signs are insufficient. Watch this space for update as to what signs are going to be put up.

Prostitution –  Only 2 reports regarding prostitutes on or around Fletcher Road, one of which was a group causing a nuisance. Further meetings to be held with Streetlink on 16th November 2006. Update to be given at next PACT.

Cromwell Street Anti Social Behaviour issues.

Parkwise and Parking Issues.

Prostitution.

 

Cromwell Street ASB- The area has been subjected to targeted patrols from all sections of the Neighbourhood Policing Team. 5 calls received from the area. Funding secured and a meeting has been held with Community Gateway as to how to spend the money and how many lights we can get for our money. One notable crime on this area was a vehicle was stolen on Turner Street and recovered in Fulwood.

Parkwise and Parking Issues – Phil Hill is the Parking and Bus Station Manager for Preston City Council will be addressing the meeting.

Prostitution – Joint operation is being implemented with Fulwood called operation Dual – Carriageway. At the moment briefings are being held for patrol officers on legislation. A meeting has taken place with Streetlink , who provide an outreach service to the prostitutes, they are aware of the impending operation and have agreed to pass the word to the females. This is a long term operation which will target Kerb Crawlers and street sex workers.

Cromwell St Issues  - Anti social Behaviour.

Residents spoke about rubbish accumulating in the area around Cromwell Street.

Problems that are occurring are moving from one end of the street to the other.

Pc Selby pointed out that if these problems are still occurring then to contact the police. It was stressed about the need to contact the police if incidents are occurring.

There is a fear of reprisals against the residents if they are seen making contact with the police. Pc Selby spoke about the many different ways in which to contact the police without an officer having to attend your address and Crimewatch.

Problems were brought to the officer’s attention, which reassured residents that patrols would be made aware of these problems and patrols would continue to be a visible presence in the area.

Potential drug dealing in the phone box

The telephone box cannot be removed. The information given at the last meeting has now been passed to the relevant departments. Patrols have been increased in the area however with such noticeable jackets any activity does disappear when they see us approaching. Needles had been discovered in the phone box. A resident reported seeing a car on Meadow St whereby the occupant threw something out of the window and it being retrieved by a passing pedestrian.

Road policing unit and officers have been visible in the area, however a lot of traffic issues have been taken away from the police and passed onto ‘Parkwise’ who unfortunately do not work at night when the problems seem to be occurring. Details are to be passed to Preston City Council.

 

July June

 

1 Sex Street Workers in the Meadow Street area

Certain issues have been dealt with. CBM and other officers carried out large amount of visits.

Stop and account forms have been carried out since the last meeting.

A partnership visit has been executed to Attwater’s-Very favourable support and will continue to work with them. Reassured that the car park will be attended to and try to progress.

It has been noted that a couple of street sex workers are using the area and a homeless person has also been advised to use alternative sleeping arrangements.

 

2Meadow Street traffic Issues

Meadow Street- local resident given further information to the CBM Officer prior to the commencement of the meeting.

Officers have contacted Preston City Council.

Sean reported that Russell Rees has moved over to highways. A site visit is to be arranged with Sean Capper re traffic calming measures. More information from residents would always be welcome.

 

3 Stanley-field Road –one-way system violation

IStanleyfield Road traffic violations-method of recording-looked at on several occasions-all in order at that time.

1. Meadow street – youths congregating and drinking in the evenings intimidating local residents.

2. Eastview - Prostitution issues the associated parking of vehicles.

3. Traffic matters – Holstein St / Meadow St (parking, vehicles driving on pavements etc.)

 

Meadow Street

 Sgt Nickleson welcomed the liaison and work with the cbm’s Information that has been received has been sent by e-mail to him. It is hoped within the next month to see an improvement in patrolling.

A letter has now been delivered to shops and businesses in the area. Pc Allen read out a copy letter

Parking

A lot of cars have been seen in the area this evening. From 4-30pm onwards cars have been witnessed driving along the pavements at high speed. Mobile phones being used while driving. Residents told to move out of the way.

Thursday and Friday appear to be the worst. Residents asked if bollards could be used. Meadow Street area-continental wagons at 4-00am. A registration number from the residents is required in order for this to be followed up.

Road Traffic Collisions (RTC) on Ringway. Figures were produced by the Road Policing Unit (RPU) and PC Allen explained these statistics and the RPU were continuing to monitor. It had not been identified as an accident hot spot.

 

Speeding issues in the St Paul’s Road and Meadow Street areas – PC Selby had liased with RPU and speed checks were being carried out at undisclosed locations in that area. Shortly an operation will be conducted around school premises with regards to speeding and other traffic related issues.

 

Fly Tipping and other Anti-Social Behaviour in the ‘Saints’ area. PC Allen read an e-mail from Cllr HULL outlining the issues and agencies concerned in combating this problem.
