Ongoing problem, ownership of the problem taken on by neighbourhood management who are looking to make use of local outreach workers to engage the youths and thus deter the nuisance. Basil Street : Football nuisance on Basil St was highlighted as an issue which matched an increase in anti social behaviour calls being received by the Police. It would appear that the issue is the late hour that football is being played and the ages of the youths involved. This problem has effectively stopped now, there has been only one call placed to the Police in the month of July. Laburnum Close, Holme Slack : Laburnum Close is a small cul de sac just off Daisy Lane, Holme Slack. There are 10 garages, only one of which is occupied which are a gathering point for local youths/children. Holme Slack : Problems with off road motorbikes being used at the rear of Sainsburys and Manor House Lane. During June one person was given a Section 59 Warning under the road traffic act meaning that further use of the bike would result in confiscation of the vehicle. The address of a further offender is now known and the Neighbourhood Policing Team will progress this. In general reports of this nuisance have fallen due to high visibility patrols and targeting offenders. .
Basil Street : Football nuisance at anti social hours was causing problems to the residents of Basil Street. During June a number of multi agency warning visits were completed at a number of local addresses and a ball was confiscated by a local PCSO. Some of the residents are still keeping diaries but calls to service and information from diaries would suggest that this is an improving situation. Hamarra Centre Castleton Rd : Nuisance caused by youths on the play area at the rear of Castleton Road garages during early/late evening. Following an incident involving a group of youths on the area one was given an £80 fixed penalty notice for a public order offence and the parents of four other youths were visited and told what their sons behaviour had been like. Since this action calls to the area have fallen off and the Neighbourhood Policing Team continues to monitor

The funding for this is not even in place, however the Preston CDRP have assured Deepdale PACT that should funding become available the area would be first to benefit. The area has suffered from Burglary dwellings, drug dealing and Anti Social behaviour and Alleygates are proven to reduce these types of crime. Still no funding. • Harewood Street / Basil street / Raven street / Rufus street area During the month the area has been monitored by the Neighbourhood Policing Team with regards to reports of drug dealing in the area. Intelligence has been gathered and a number of stop checks/searches have been carried out on suspicious vehicles and individuals. • Burrow Rd: The street has issues with speeding cars and also with vehicles failing to giving way to each other and thus entering into verbal altercations. Traffic enforcement to be put in place by Road Police Unit and Councillor Cartwright to address the potential for the street to be made one way. PC Salisbury has made observation in a plain vehicle and accident records have been looked at. The evidence would suggest that there is no obvious ongoing issue .

• Basil street / Raven street / Rufus street area ASB and football in streets Antisocial behaviour from youths during the evening, and football nuisance. Police have made several joint visits with Community Gateway to address these issues, and one youth is to be signed up to an anti social behaviour contract. During this month calls to the Police regarding antisocial behaviour have generally decreased.
• Sainsbury's/ Manor House Lane Drinking and general ASB Anti social behaviour and drinking on the waste ground at the back of Sainburys. Police have patrolled this area extensively and during this month we have had no calls relating to nuisance in this area. The Brook at the bottom of the hill has also been cleaned, and this appears to have had a positive affect on fly tipping there.

Still no funding • Dog Fouling Middle of Deepdale and around PNE Increased dog fouling in the Basil street area, after the recent success of the leaflet drop conducted by Pcso Birchall it has been decide that leaflet drop no.2 will be carried out in the area, with the intention of encouraging residents to ring Preston City Council and make it a ‘Dog Watch area’. This will be carried out in conjunction with the councillors Cartwright, and residents who have kindly volunteered help. Motor cycle nuisance Basil Street Encouraging Youth Bus to Basil St area To ‘encourage’ Lancashire Youth services to provide some youth provision in the Basils Street area. This would follow up the recent partnership enforcement work that has been carried out and show local residents that diversionary activities are available in the area.

Septembers PACT priorities discussed. Alley gates are still a current pact priority and are being pushed for and encouraged wherever possible. Issues still revolve around the PMF youth centre and up until LANPAC receive confirmation of whether or not they have been granted the funding for cctv, lighting and fencing, high visibility patrols and interventions at the youth club will continue. Al Yusuf stated that he will hopefully know about the funding by January/ February. With regards to the mini moto that has been sighted on Castleton Road, A resident stated that she had not seen it for about three weeks. With regards to mini-moto nuisance on the wateground on Holmeslack from checking our Police records there have been no calls from residents claiming sightings of the vehicle, and from the NPT none of our officers have seen any for the month. Another resident however stated that there was still the odd one flying about, she was encouraged to ring the police whenever she saw it.

Alleygates on the “birds” estate Hamarra Centre ASB and drug dealing going on outside Centre and from Vehicles in evening Castleton Rd Bridge In State of dilapidation and needs work to make area safe and more appealing.
The first priority was alleygates around the “birds” estate. Councillor Cartwright explained to residents that Deepdale is still waiting for the funding but should hopefully be next on the list. He also explained that there are two schemes suggested for the funding, the first being were the resident’s pay a quarter of the price for the alleygates and the government pay the other three quarters and the second scheme is where the government pay the full price of the alleygayes. These schemes are currently being discussed. The second PACT priority was anti-social behaviour at the PMF youth centre. PC Salisbury informed residents that a funding bid was being provided to a cleansing company called Seeta, for CCTV, lighting and fencing. PC Salisbury explained that in order for the bid to go ahead the application form needed to be completed by PMF and three quotes were needed by three separate firms. PC Salisbury then informed the residents that in the last month the police had received six reports of ASB at the PMF centre, three youths had also received fines for littering at the centre and that one male had been arrested for possession of class C drugs. The third PACT priority was the footbridge in between Porter Street and Castleton Road. PC Salisbury explained to the residents that a meeting had taken place with the Neighbourhood Management Prime Focus with regards to the anti-social behaviour on the bridge, and Network Rail had also been contacted about the state of the footbridge. PC Salisbury explained that further enquiries will be conducted this month.

Alleygates Long term PACT priority for alley gates around the canary islands and Burrow Road area should funding become available Councillor Cartwright then informed the residents that developments are being made with regards to alleygates on Deepdale Waste ground back of Sainsbury/Mini Moto nuisance & Anti-social behaviour PC Salisbury also explained that the neighbourhood policing team had been providing high visibility patrol in the hot-spot areas for the mini-motos, and that last month we had received less calls regarding this matter. The local residents did state however that mini-moto nuisance is still ongoing but they are not reporting it. They were then encouraged to do so.
ASB on Basil street also stretching into Romford Road, youths are visiting the garage and causing damage on the way. the police had no further calls received from any address on Romford Road and that there had been no further incidents. PC Salisbury also explained that we are making lead-way with the ASB on Basil Street as number 19 has now been tinned up, and other addresses have been given tenancy warnings from Community Gateway, and that the police have been looking into a civil order against one of the main “targets” on the area.
