Area actions for November
Anti social behaviour within the cemetery grounds Residents have expressed concerns about the number of youths gathering in and around the old cemetery on Miller Road. The youths are drinking in the grounds of the cemetery and have been setting rubbish fires. This priority will be linked in with the Moor Nook priority regarding anti social behaviour on occupation lane which borders the Trees ward.
Anti social behaviour outside shop premises on Ribbleton Avenue Residents have commented that as oppose to groups of youths congregating outside bali mini mart they are now hanging around outside different shops along Ribbleton Avenue and continuing with the same anti social behaviour seen outside bali mini mart.
Cycling upon the pavement : Residents are concerned about the amount of cyclists using the pavement and the manner by which they are cycling. There will be a day of action taking place during November to assist in addressing the ongoing problems around pedal cycle use .

Scrap metal dealers : Residents have raised concerns about a number of illegal scrap metal dealers operating in the area. These dealers are not only asking residents for scrap but are also believed to be taking it without consent :High visibility patrol was conducted throughout the Trees ward with particular attention paid to any scrap metal dealers/ vehicles seen. There have been no reports throughout the whole of October about any suspicious vehicles or persons thought to be linked to scrap metal and theft of any such materials
Anti social behaviour around the Bali mini mart on Ribbleton Avenue : Residents are concerned about the state of the pavement and street furniture around Bali mini mart on Ribbleton Avenue . The pavements or covered in glass and chewing gum preventing dog walking and giving a the area as a whole an uncomfortable feel : High visibility patrol, especially in the evenings and weekends has been conducted in the area of Bali mini mart with several youths spoken to and moved away. The shop itself has been visited on numerous occasions and hasn’t itself reported any anti social behaviour issues
Cycling upon the pavement : Residents are concerned about the amount of cyclists using the pavement and the manner by which they are cycling. This is now the 3 rd month the priority has been raised and a day of action will take place during October to address this problem .As with the previous month several persons have been stopped and spoken to about there pedal cycle use with the vast majority of people accepting educational advice. The proposed day of action has now been moved to November and the priority will be kept for that month also

Vehicle Parking : Residents would like to see parking on Miller Road and Hesketh Road addressed due to the fact this is causing visibility issues for other road uses and safety issues for children playing in the street. The area of Hesketh Road and Miller Road was singled out as a main area for parking issues, mostly around visibility when driving out of the 2 roads junctions. The area has been monitored throughout the month with no obvious problems seen and all parking around the area legal.
Littering and dog fouling on Ribbleton Avenue Residents are upset with the amount of litter and dog fouling that is occurring on Ribbleton Avenue . Residents consider this road to be the main focal point of the ward and would like to see it in a cleaner and tidier state During September Preston city council conducted a clean up on Ribbleton Avenue, in particular around the cemetery gates. The city council have also started painting some of the street furniture in an attempt to raise the cosmetic appearance of the area. A fixed penalty notice was also issue to a male found to be littering sending out a strong message that this will not be tolerated

Although this was addressed last month residents believe it is still problem that needs to be monitored. Several persons have been given educational advice throughout the month regarding pedal cycle use on the pavement with all involved very happy to engage with officers. Leaflets have been handed out to local youths regarding safe use of there pedal cycles

Vehicle Parking : Residents would like to see the Cromwell Road issues monitored for longer. Parking issues surrounding the staff at Woodlands nursery were brought up as they are being inconsiderate towards local residents. Information from the September PACT meeting has suggested that there is no longer a parking issue on Cromwell Road, in particular the issues surrounding parking close to the old railway lines bridge. Residents have commented that there is still parking issues within the ward, in particular Miller Road and Hesketh Road, which has now been placed as a PACT priority
Anti-Social Behaviour Surrounding two addresses on Mimosa Road : Residents are upset and concerned at the escalating parties that have been occurring at the weekends with smashed glass being found on the streets and noise until the early hours Officers have attended Mimosa Road on several occasions throughout the month to monitor resident’s behaviour and deal with nay incidents of anti social behaviour. Community Gateway are aware of the ongoing issues and currently have cases open on the problem addresses
Cycling upon the pavement : Residents are concerned about the amount of cyclists using the pavement and the manner by which they are cycling. A day of action was held on 18/08/09 focusing on pedal cycles and in particular there use on the pavement. Over 50 persons using pedal cycles were stopped and spoken to with several searches completed and 1 fixed penalty issued. Several other persons were stopped throughout the month with advice given regarding the use of pedal cycles.

GATEWAY, COUNCIL and POLICE Residents would like to see a continuation of attendance from necessary representatives and have expressed discontent at lack of police supervision at the meeting after specifically requesting them last month. Representation at this months meeting included, 2 members of Preston City Council, One voice, Gateway and Inspector Murtza alongside PC Scott Desrochers and PCSO Stella Whittle
VEHICLES: Vehicles are parking inconsiderately causing obstructions on Cromwell Rd and outside the Mini Mart. Parking Issues on Hesketh Road have been resolved; there has been no offences seen being committed upon Cromwell road and residents have stated that this has started to calm down. The mini mart is still in the hands of the council.
COMMUNITY BUILDING : Whilst the buildings are not being used they are attracting Anti-Social behaviour. This links in with the previous months priority of Willow House as to when it shall be opened Gateway updated and clarified the community building situation. No reports of ASB have been received by the police and the main problem is lack of use by the community group

GATEWAY, COUNCIL and POLICE to attend next meeting: Due to PCSO 7437 and PCSO 7390 both leaving within the next month residents would like to be reassured that there will be a Police presence on the area, also a number of issues have been raised regarding Gateway which need to be addressed and attendance at the meeting to resolve the issues.
VEHICLES: PARKING around Bali Mini Mart as vehicles are still using the front to park causing an obstruction and narrowly missing pedestrians on the pavement
COMMUNITY BUILDING : This has been brought up a number of times, the community house on Willow Crescent and the community house on Cedar road, residents would like an update from Gateway to what is happening with these as they would like to use Willow House as a community house but cannot at the moment, Gateway senior management will be invited to the next meeting to discuss this issue.

CHILD SAFETY: YOUTHS NOT TAKING ENOUGH CARE WHEN PLAYING, PLAYING IN THE BUSY ROAD. MAINLY CEDAR RD. A number of youths have been stopped and told about the dangers of playing on the road, and moved on when appropriate, a number of parents have also been advised about keeping there eyes on their children while they are playing in the street. Inputs have been done within Blessed Sacrament school educating the children about road safety.
VEHICLES: PARKING ON THE BROW OF THE BRIDGE ON CROMWELL ROAD . WOODLANDS NURSERY: PARENTS NOT TAKING CARE WHEN DRIVING IN THE AREA. A number cars have been removed from the area, photos of vehicles have been passed to traffic to deal with appropriately, all residents known to park cars on the bridge have been warned about parking there.
COMMUNITY BUILDING : TO ESTABLISH AN UPDATE ON THE FUTURE OF WILLOW HOUSE. This is being looked into by Gateway.

Parking around Bali Mini Mart still a problem with cars paking on the pavement causing an obstruction and getting close to pedestrians. Also Parking on Miller Road causing an obstruction to residents pulling out of Hesketh road HIGH VISIBILITY PLAN CREATED FOR THE AREA. PCSO 7390 AND 7437 HIGH VISIBILITY AT SCHOOL OPENING AND CLOSING TIMES. THE SCHOOL HAS INCLUDED THE ISSUE IN THEIR NEWSLETTER. NUMEROUS PEOPLE SPOKEN TO AND MOVED ON. PARKWISE MADE AWARE OF THE PROBLEM AND HAVE PUT IT ON THEIR LIST OF AREAS TO COVER. TRAFFIC POLICE HAVE PATROLLED THE AREA ALSO.
Woodlands nursery, a number of issues need to be addressed with litter being left on Woodlands Ave , cars coming out of the carpark and the rubbish bins being left out PCSO 7390 SPOKEN TO NURSERY MANAGEMENT REGARDING THIS AND WILL PASS ON INFORMATION TO THE PARENTS.
Motorbikes around the estate have started up again, all around the estate NUMEROUS SECTION 59 WARNINGS ISSUED AND BIKE SEIZURES IN THE BROOKFIELD AND RIBBLETON AREA.
