ASB All Ashton Area To progress with PACT constitution Lane Ends Traffic Calming
June/July
Operation DANNI – all Ashton area ASB Operation throughout Spring. Hi Vis patrol in all hot spot areas / interventions in Off Licences / ASB Nominal’s interventions Operation Summer Nights will continue through the summer. The police are visiting off licences and shops, checking if they are having any problems. They are visiting youths in their home if they are know to be causing problems around the area and they are keeping a high profile around all the “hot spots” too.
Publicity of PACT meeting and police surgeries Increase publicity of PACT meeting and surgeries. Possibly obtain funding for PACT publicity banner & posters. Increase awareness of meeting to NHW coordinators/members.TB has looked over the draft proposal for the constitution of the PACT and he says that it is “very good” and will be in contact with JP soon.
Bicycle Security coding Surgeries Theft of cycles – the police have spoken to Halfords on the docks and they have agreed to help with security coding of cycles, dates for this are to be confirmed. There will also be a date arranged for security coding to be done on Haslem Park. Coding has been carried out recently at the Claremont Hotel.

Operation Danni and ‘Summer Nights’ is proving successful in reducing the incidence of crime generally.
2. Jennifer, Dina, Janet and Jim presented their proposed draft for the Constitution.
Tom Burns agreed to take it to the Assistant County Solicitor for his comments prior to our accepting it as our preferred draft, however it was felt that we were now in a position to hold a meeting to ratify this constitution.
It was felt that the cooperation of Neighbourhood Watch Coordinators was essential for the initial success of the project and Maureen agreed to contact the coordinators to try to establish a date that would be acceptable, possibly early in September.
It was hoped that the first project to be undertaken by the new Pact Partnership was the production of a newsletter, and publicity to inform the local community what the Partnership aimed to do thereby getting more local involvement. .
3. Anti Social Behaviour is still a problem, however it has shown a decrease in the month.

Constitute Ashton Pact
JP was going to make contact with all the volunteers for the constitution of the PACT; unfortunately she has been able to get any further on this but will update the panel at the next meeting.
Alley way between Egerton Rd & Winmarleigh Rd
No further problems with inconsiderate parking have been received around Wellington Road and Tulketh Road but the police will keep monitoring the situation.

There have been no further reports of damage to fencing in the ginnel on Edgerton Road and Winmarley road and again the police will keep monitor this.
January JP was going to make contact with all the volunteers for the constitution of the PACT and as she is not present at this month’s meeting, this priority will need to be followed up at next months meeting. The ginnel on Egerton Road and Winmarley Road have not reported any further instances of vandalism. TB is in discussion with Tesco’s and requested that this matter be left on this months priorities for follow up. SB has compiled some letters regarding the inconsiderate parking problem which have been taken to St Andrews school and given to the children to take home. The police have also been around the school on patrol and when a car has been seen to be parked inconsiderately, a letter has been placed on the windscreen. KS suggested photos be taken of cars parked inconsiderately and displayed on the notice board outside school, a sort of name and shame approach. Another possible approach is to take a note of car registrations and display the list in the school magazine. The problem will continue to be monitored and offending car registration numbers collected on the morning and the afternoon school runs over the next few weeks to see if the situation improves.

Antisocial Behaviour by youths around the Kimberley Road area behind Barkers Gararge. Antisocial Behaviour by youths around the Cottam Court off Cottam Lane / rear of COOP funeral home Operation Bright Sparx Kimberley Road has improved and this is down to Hi Viz presence by the police in the area. This will be ongoing. Cottham Court flats, again has improved due to the Hi Viz presence of the police. This is also going to be an ongoing thing. The Co-Op is looking at fencing off the area at the back of the premises to deter youths gathering there. Operation Bright Sparks has gone well so far. One illegal bonfire has been identified and dismantled by the council. It was reported by a resident on Tulketh Ave and youths were building it on spare land. No complains regarding fire-works nuisance have been reported so far.

Star Youth Centre Anti Social Behaviour – Calls of complaint have been greatly reduced this month. Constitution – Ashton residents have put their names to roles for the constitution of the PACT: Sarah Palister – Secretary Jennifer Pejinovic – Chair Janet Nicholson – Vice Chair Deana (Jennifer’s daughter) – Treasurer Julie Humphries from Community Services looks after voluntary workers and it would be helpful to ask her along to one of the meetings. All the above volunteers are to have a meeting before the next PACT Panel meeting being held on 3rd November.

Operation Daffodil: An initiative for the Easter period aimed at reducing Criminal Damage and Anti Social Behaviour.
Anti Social Behaviour: Targeting the Haslam Park and Lane Ends area linking in with partner agencies and groups.
Neighbourhood Watch: Following the launch of 9 new NHW in the Ashton area in the last 12 months a Co-ordinators meeting is to be arranged with a guest speaker.
Polish PACT Initiative: PC Eccles and Pcso Lakeland are to co-ordinate the meeting at Ashton Methodist Church on 21st April 2007. Local Polish residents have been invited and publicity in the Polish stores and St Augustines Church has taken place. This meeting is aimed at informing this diverse group about Neighbourhood Policing and how they can become involved.

Anti-Social Behaviour: Around Kimberly Road/Lane ends/Haslam Park area as there has been a recent increase in calls for these areas.
Shrubbery/Lighting on Watery Lane: KS and TB were asked to get involved with this priority to have the bushes and trees trimmed back from the central reservation on Watery Lane near to the Spar for better visibility of the area whilst on patrol. TB requested to speak to the lighting engineers regarding the street lighting in the area.
Anti-Social Behaviour: Around the Watery Lane area. The CBM for Lancashire University is also having problems in his area and it is possible that the same people are causing the problems. PE and the Uni CBM will be working together to reduce the incidents reported.
Polish PACT Initiative: PE/ML are to link up with JP to get this up and running in the next month.
Most of the problems have reduced this month, however Mr. Cribben informed the meeting that anti-social behaviour seems to have become concentrated in Haslam Park, resulting in damage to the shelter and trees and plants, the bowling green is also being damaged. Steps were being taken to improve security and the gates to the Park were being locked.

Criminal Damage and Theft from Vehicles: PC Eccles and PCSO Lakeland have requested that it be left on the list of priorities for the foreseeable future. Anti-Social Behaviour: There has been a rise in incidents in Watery Lane, St Andrews and St Michaels and Marion House on Beech Grove. Shed Break-ins and Cycle Theft: There has been a rise in reported incidents of shed being broken into and also cycles being stolen. ML will arrange a day so that residents can being their cycles along to an agreed location and have their post codes and house numbers engraved into the frame of their cycles. A sticker to cover will also be provided which will indicate that the cycle has been post coded.

Criminal Damage is being kept on the priorities and figures were down on last months figures. Cottam Court – letters have been sent to residents to set up a Neighbourhood Watch Scheme and ML is now just waiting for responses. PE and ML have spoken with the Undertakers who are happy to work with the police and residents and to also join the Business Watch Scheme. Business Watch – a letter has been sent to the Committee to ask the businesses in the scheme for donations towards the cost of the CCTV. The letter has been ok’d by the committee and is due to go out to all the businesses in the new few weeks. The letters will be hand delivered by the committee members who will explain everything to the individual businesses. Donations are needed for the CCTV so that funding can be applied for to match the amount raised by the businesses and £40,000 is needed in total, this will provide good quality images on the cameras. |

The Pact meetings for 2008 are held at St Andrews Church Hall, Tulketh Road 10am to 12pm public meeting and 12pm to 2pm Panel meet.
