PROFESSIONALISING NEIGHBOURHOODPOLICINGA BRIEFING NOTE FOR OUR PARTNERS
As part of the Government’s Police Reform agenda, every police force in the country is required to develop and implement a model of Neighbourhood Policing. The Government does not specify a model but is working closely with the Association of Chief Police Officers to develop a framework that encompasses a set of key principles that all forces will adopt as part of its local model of Neighbourhood Policing.
Lancashire Constabulary has commenced work across the county to develop our model of Neighbourhood Policing. The first stage of implementation is intended to take place in September 2005. This briefing note highlights the key features of Neighbourhood Policing. It sets out what the Constabulary’s approach is going to be so that you are aware of the steps we are taking with the intention that, wherever possible, we can work with you – our partners – at this very early stage in the process to complement any plans you are developing for the creation of confident and secure communities.

Preston Neighbourhood Watch AGM
The 3rd AGM was held at St Cuthberts Church hall on Wednesday the 16th January 2008 The evening opened with a welcome by the Chairman Roger Baines who introduced the special guests of the evening. The old committee stood down and a vote was taken to select the new committee. Talks followed on a new scheme by Preston Prison, Crime Stoppers and Trading Standards did 3 small plays on bogus callers. A short talk was given by the new Chief Superintendent Peter White. The evening was very well attended with more chairs having to be found. The evening ended with a hotpot supper |

NEIGHBOURHOOD & HOME WATCH WEEK 2008
WORKING TOGETHER FOR A SAFER COMMUNITY
Neighbourhood Watch Week is traditionally an annual event which drew the focus of the movement together across the country.
Neighbourhood & Home Watch Week 2008 (NHW Week 2008) is an event in which the aims are to publicise the new national representative body – Neighbourhood & Home Watch Network (England & Wales) - as well as the new regional Neighbourhood and Home Watch structures which give the grassroots members a true voice.
There is considerable overlap in the aims of Neighbourhood Policing and the Neighbourhood Watch movement, particularly in respect of crime prevention, sharing intelligence, identifying issues of local concern, being involved in community problem solving, promoting social cohesion, building community capacity, public reassurance and confidence in local policing.
The community focus which Neighbourhood Policing affords has delivered to the Watch movement a challenge to take its message beyond traditional partnership with the Police and into a wider arena. Community Safety Partnerships in many areas of the country have realised how our Watch network, built up over the past 25 years can be used to benefit local communities.
Neighbourhood and Home Watch schemes can benefit a community beyond the traditional crime prevention advice with which it is traditionally associated:
Being a community based organisation, involving residents and tenants who are working together Working in partnership with the police, local authorities and other agencies to reduce crime and disorder Sharing information and advice with the police and other agencies concerning crime and other incidents
Watch scheme co-ordinators and their members can form an integral part of Key Individual Networks (KIN’s) for Neighbourhood Policing teams and provide regular schedule of contacts being maintained to improve information flows.
Neighbourhood and Home Watch members at the grassroots level can provide the Police with a ready made structure with which to develop the local consultation, engagement and problem solving required to deliver not only crime prevention but public reassurance. |
